This is an attempt to encourage people to wear their festival hats in explorable areas when a holiday festival (Wintersday, Halloween, etc) is underway by making the stats on the festival headgear, from both the festival of that year, and previous years festivals, identical to normal headgear for the duration of the festival. After the festival the headgear would become useless again.

The duration of the festival is probably going to be the time that the decorations are up in various towns.

This would probably involve the following steps:
- At the start of the festival the hat maker starts producing hats with the correct AL for that profession, and all existing hats get their AL changed.
- After the festival the hats are all returned to 0AL again.
- During the festival the hats would also be +1 to equipped rune attribute and take insignia. These would probably require permanent changes, especially in the case of insignia*
- Since we can now have a festival hat maker in the guild hall we can have festival hats on PvP characters. So I'm also thinking that any hats you have unlocked should be added to your PvP item creation options for the duration of the festival.
- To reduce confusion the changes to the hats should be described on the login screen where everyone will see.
- Hats should probably also have a warning that their AL will change to 0 once the festival ends, just to reduce complaints when it happens.

Because having the AL suddenly drop while in combat could be a bad thing, this suggestion will require the festivals to end with an update even if ANET has the capability to change without one. But since the festivals also require an update to change decorations, this probably isn't an issue.

*If it has an insignia and the insignia slot is removed, what would happen to the insignia ?

To give an example of what I'm try to achieve I'll use Wintersday. When the decorations go up the wintersday hats from previous years will become usable as armors. People will get into the festive spirit by wearing the hats all over the place. Then when the new hats are handed out, they also are worn all over the place. And since the hats return to 0AL once the decorations are taken down people will stop wearing them and return to their regular headgear.

This has been brought up before, Its not a bad idea imo. The AL of the hats would also have to be scalable to the lvl of the wearer as is hero armor. (assuming that giving a lil armor boost to low lvl toons is an issue) I believe this is probably something that would just take to much effort to implement properly for something that would only be a temporary cosmetic change. However if it was to be permanent beyond the holiday that would be different, and I would love to see it, if its an easy change.

Ide still rather just have a yule cap that kept my hair under it though.
